In October 2016, the law “For a Digital Republic” will be promulgated and France will take over the presidency of the “Partnership for Open Government” for one year. Our country is thus fully committed to digital government management. But how can its full potential be exploited? Beyond efficiency gains, digital technology is leading us to rethink the role of public action. In this new CAE Note, we study the conditions that must be met for digital technologies to effectively lead to greater efficiency, with the State having a key role to play that is different from its traditional role.
